At what age can the female body have sex?

I was just wondering at what age can the female body receive a male penis. I was reading an article on how some african men believe that having sex with a virgin will cure AIDS and they sometimes have sex with babies, toddlers and children... literally. At first, I couldn't believe that was even possible, I mean its a baby. So I was wondering, at what age does a female body can have sex physically.
